List Admin Roles Across Tenants

Console roles across every tenant the actor may read, in one page — the invite/edit-member modal's data source. Tenant resolution is host-only, so a page on one host can never call a sibling tenant's API; this account-scoped route serves the one legitimately cross-tenant read (an owner/delegated admin granting roles in several tenants at once) with the tenant explicit per row instead of ambient.

Standard list contract (q searches role name, limit/offset, {items,total,limit,offset}), flat items ordered by (tenant, role) — built-in Administrator/Viewer rows included, exactly like the per-tenant list. tenant_id optionally narrows to one tenant; an unknown, unowned, or not-visible id is uniformly 404.
