Withdraw Request
POST
/v1/admin/licences/requests/{request_id}/withdrawWithdraw one of this account's own undecided requests.
Gated on licences:request, not licences:read: withdrawing is the same
authority as filing, and a read-only holder watching the queue should not be
able to cancel a colleague's request.
